Affordable housing non-profits (Piedmont Housing Alliance, Thomas Jefferson Area Coalition for the Homeless, and Virginia Supportive Housing), in collaboration with the current landowner (Tiota, Ltd.), with support from the Charlottesville Area Community Foundation, submitted a rezoning request to redevelop the Red Carpet Inn along Route 29 in the Places 29 South growth area.
The rezoning (C-1 Commercial to NMD – Neighborhood Model District ) requested 140 residential units and a commercial building on 3.75-acres (Tax Map 061M0-00-00-00600). The rezoning would provide 80 affordable housing units for single adults making 50% or less Area Median Income (AMI)via 15-year funding; in addition to 60 mixed-income units for families making between 30 and 80% AMI via 15-year Low-Income Housing Tax Credit (LIHTC) funding.

Due to the proposal’s location along Route 29, PEC submitted public comments during the Planning Commission public hearing that raised our concerns with pedestrian safety, public transportation, and private road standards. PEC’s concerns were addressed by the Applicant in their updated proffers. As such, PEC submitted public comments during the Board of Supervisors public hearing that addressed our support for the onsite public transit stop, onsite connectivity to public sidewalks, and declaration to amend the road maintenance agreement so that Premier Circle can be updated from a private road to a public road and incorporated into the public system as such. PEC Public Comments – Board of Supervisors (2/17/21)
Smart growth promotes inclusive, walkable, public transit-oriented communities. This requires land use and transportation policies and investments needed to make those communities flourish. The proposed Premier Circle rezoning along Route 29 in the Places 29 South growth area promotes these values.
